Subject: 18820/ Congress re: 1990 Census Statistical Correction Date: Thu, 18 Oct 1990 13:12:00 -0500 RESOLUTION NO. 18820 A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES OF AMERICA TO ENACT LEGISLATION MANDATING A STATISTICAL CORRECTION OF THE 1990 CENSUS. WHEREAS, the 1990 Census will provide essential population statistics governing federal funding allocations and political representation for the next decade; and WHEREAS, the 1990 census has encountered numerous, unforeseen operational problems requiring more time to correct than the time alloted by federal legislation; and WHEREAS, the Census Bureau has acknowledged undercounts in past censuses; and WHEREAS, the 1990 Census is projected to contain not only an undercount of minorities but of non-minorities as well; and WHEREAS, the Local Review process, of which the preliminary figures are a part, is intended to correct the preliminary count of housing units, and not of the persons residing therein, nor of homeless persons; and WHEREAS, the undercount is projected to have a disproportionately adverse impact upon the nation's municipalities in both large and small counties; and WHEREAS, federal disinvestment in key urban funding combined with federal restrictions on tax exemption have threatened and continue to threaten cities' abilities to cope with growing social and financial problems; and WHEREAS, the Constitution of the United States clearly states that all persons must be counted; and WHEREAS, the City of Chattanooga believes that all persons count. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE: SECTION 1. That the City Council of the City of Chattanooga urges the Congress to amend legislation establishing suspense dates of December 31, 1990 and April 1, 1991 to read June 30, 1990 and October 1, 1991, to provide the Bureau of the Census more time to respond to the Local Review; and that necessary funds be appropriated for this task. SECTION 2. That the City Council of the City of Chattanooga urges the Congress to enact legislation mandating a statistical correction of the 1990 Census. SECTION 3. That the City Council of the City of Chattanooga urges the President and the Secretary of Commerce to administratively agree to statistically correct the 1990 Census so as to reflect an accurate enumeration of the nation's population. SECTION 4. That barring legislative or administrative remedies the City of Chattanooga support judicial action to effect a statistical correction of the 1990 Census. SECTION 5. That a copy of this resolution be sent by the Clerk of the City Council to the Secretary of Commerce, Congresswoman Marilyn Lloyd, Senator Al Gore, and Senator James Sasser. ADOPTED: 10/30/90 MAM:cjc
